New changes to WAIPS makes it easier for businesses to access WA supply contracts

WAIPS 2019 sees the introduction of a single Participation Plan

Local businesses access to State Government supply contracts just got a little easier with new changes to the Western Australian Industry Participation Strategy (WAIPS).

WAIPS aims to provide local businesses with full, fair and reasonable opportunities to access and perform State Government supply contracts.

Under WAIPS, prospective suppliers are required to submit Participation Plans which outlines their commitments to employment and involving local businesses in supply opportunities.

One of the changes announced as part of WAIPS 2019 is the introduction of a single Participation Plan that can be used for all contract types.

The new single template will replace the three templates implemented in October 2018 at the commencement of the WAIPS.

The implementation of this new template will simplify the WAIPS process for both State Agencies and potential suppliers. There will be a transitional phase where both Participation Plan templates will be in circulation and bidders should not be concerned about which template to use in their tender response during this time.

Agencies will transition request documents to the new Participation Plan template during July and should be in full effect from August 1 2019

The Western Australian Jobs Act 2017 (WA Jobs Act) makes provision for the Minister to change the WAIPS strategy from time to time. For this reason the WAIPS is a flexible document that will be updated so that the measures remain relevant, fit for purpose and continue to address the objectives of the WA Jobs Act.

WAIPS 2019 is the first update of the strategy since its launch, in line with the Government's commitment to continually improve WAIPS through ongoing consultation with stakeholders.
